This restless Storm and Stress is the last of twenty short piano pieces in the Album for the Young, Op. 140 by Cornelius Gurlitt.

Its original title (in German) is Sturm und Drang.

The term Sturm und Drang (literally storm and urge) is the name of a movement in German music and literature in which the artist freely expresses his individual subjectivity and extreme emotions, in opposition to the confines of reason and rational congruity imposed by the Age of Enlightenment.
